Dr. Patricia More Shaffer is the founder and president of a small, Virginia-based evaluation firm that specializes in educational evaluation studies and evaluation capacity-building and is working in the Bristol Bay and Aleutian-Pribilof region. She is also the deputy director for research & analysis at the National Endowment for the Arts (NEA) and serves as agency lead for evaluation and performance measurement. Prior to joining the NEA, Patricia served as the evaluation manager for NASA’s Office of Education and as vice president for research & development at the Educational Policy Institute. She is the President-Elect and former Communications Chair for the Washington Evaluators, a local area affiliate of the American Evaluation Association. Patricia also serves on the board of another local area affiliate -- the Eastern Evaluation Research Society. She earned a Ph.D. in Educational Policy, Planning and Leadership at the College of William & Mary, a M.A. in Curriculum Studies at the University of Toronto, and also holds a bachelors degree in the visual arts.
